This is the screening behind the GTP Vietnam target pipeline. It identifies which of Vietnam's industrial parks are best suited to host a GTP Finnish-technology pre-investment feasibility study.
Each park is scored 1 (low) / 2 (medium) / 3 (high) on four equally-weighted criteria — energy intensity of its sectors, fit with the Finnish clean-technology offering, policy & regulatory pull, and engageability of the developer — for a total out of 12.
Policy & regulatory pull combines UNIDO eco-park (GEIPP) pilot status and whether the park hosts a regulated emitter on site: a steel, cement or power plant now covered by Vietnam's 2025 carbon-pricing law, which gives a tenant a direct legal reason to adopt Finnish emissions-monitoring (Gasmet) and efficiency / waste-heat technology (Sumitomo SHI FW, Valmet).
Two honest caveats. No Vietnamese park yet holds a Decree 35 eco-IP certificate, so policy pull rests on pilot status and regulatory exposure, not certification. And engageability is a desk read from developer type — willingness must be confirmed with the GGGI country team, which is the next step for the near-term five.
The shortlist splits into near-term feasibility plays — engageable parks where a study can start within the program period — and long-term heavy-industry infrastructure: high-impact steel, cement and power plays that are slower-moving but should be prioritised on a longer horizon.
