Five Finnish↔local focus areas — industrial/MSME energy efficiency, EPR-driven RDF/SRF for cement, UCO→SAF feedstock, agri-residue biogas, and e-waste EPR (with caution). Each circular sub-area named specifically to stay clear of EU CERC.

Candidate focus areas from the PH run, led by the Finnish↔︎local-collaboration lens: industrial/MSME energy efficiency, EPR-linked RDF/SRF for cement, UCO→SAF feedstock, agri-residue biogas. Per the existing CN's services + circular-economy framing; each circular sub-area named specifically to stay clear of EU CERC.

Notes (Pink's rules + agent flags): Danfoss is Danish, not Finnish — excluded from the Finnish-supplier framing. Named local demand owners (San Miguel, Universal Robina, Holcim, etc.) are target lists, not signed demand. Neste has no confirmed in-country PH UCO-collection operation — near-term shape is export-to-refinery.

Agricultural & agri-industrial residue → biogas via anaerobic digestion (rice straw/husk, coconut husk-shell, bagasse, livestock manure) Watrec (biogas plant tech, anaerobic digestion, waste-to-biogas — the deck's direct AD specialist), Wärtsilä (gas/balancing engines to firm biogas-to-power), Saalasti/BMH (feedstock pre-processing), Gaia (feasibility). Watrec is the clean lead-with name. Watrec AD technology + Wärtsilä gensets collaborating with PH sugar millers, rice consolidators and coconut processors (specific firms not yet identified — treat as sectoral target, not named counterpart) and farmer cooperatives. E-waste / WEEE formal recovery (EPR for electronics) — INCLUDE WITH CAUTION, lower deck-fit WEAK on the deck. The credible Finnish names (Kuusakoski — metal/precious-metal recovery, listed as serving near-Philippines; Fortum — battery & metal hydromet recycling; Stena Recycling) are NOT in the GTP Finnish energy offering. Only tangential deck overlap: Fortum's battery-chemicals-from-secondary-raw-materials line. So GTP would have to bring in non-deck suppliers. Kuusakoski/Fortum recovery tech with PH electronics importers/assemblers and DENR-accredited recyclers + informal-collector formalization. Mutual benefit exists, but RECOMMENDATION: treat as a secondary/optional area — Finnish fit is off-deck and the battery sub-segment risks Chinese overlap. Lead with RDF, UCO-SAF, biogas and industrial EE instead. medium SPECIFIC sub-area: EPR-driven formal WEEE collection + metal/precious-metal recovery. Distinct from EU CERC's policy/awards remit — but the partial battery/critical-metal angle brushes the Chinese-dominated battery value chain, hence the medium overlap tag. ~537,000 t WEEE 2022; DENR-accredited facilities few, informal sector dominant; EPR amendment pulling electronics producers in (ShunWaste, ResearchGate WEEE mini-review).
